With over 30 years of engineering experience, Joseph is an experienced manager of major projects from initial planning and design through construction.
Joe is responsible for overseeing the management of existing clients and developing new client relationships related to H2Ms extensive experience working on Indefinite Delivery Contracts for clients such as the USPS, New York City Housing Authority, City University Construction Fund, Battery Park City Authority, Hudson River Trust, NYS Office of General Services, Port Authority of Ny/NJ, the Dormitory Authority of the State of New York (DASNY) and others. His extensive project preparation and attention to detail has proven valuable in meeting/exceeding the requirements associated with Indefinite Delivery Contract needs. Regardless of the size or scope of the project, he can identify the H2M personnel best suited to each assignment, ensure that they are available to meet our client’s needs and monitor the H2M team’s performance to ensure our client’s satisfaction.
In addition to his work at H2M, Joe serves on the Board of Directors of the American Council of Engineering Companies (ACEC) of New York as well as the local ACEC Long Island chapter. ACEC New York and Long Island work to support professional engineers in both the private and public sector through education, advocacy, inclusion, partnerships, and knowledge sharing.
As the Director of the Public Agency Market at H2M, Joe’s responsibilities include client management, contract execution, business development, planning, and quality control.

Kelly Greenfield has more than 15 years of architectural experience, with a focus on building envelopes and façade restorations. Kelly has a significant background working with public agencies in New York and beyond. As Public Agency Deputy Market Director, she works with the Market Director to strategize winning proposals, including creating organizational structures that will best suit client needs. Kelly’s key clients include agencies such as New York City Housing Authority, the Dormitory Authority of the State of New York, New York City University Construction Fund, New York Health + Hospitals, the Trust for Governor’s Island, Battery Park City Authority, and more.
Kelly is an active member of both the International Institute of Building Envelope Consultants where she sits on the education committee and the New York Building Congress where she participates in the building and procurement committee. In 2021 Kelly was included in the Long Island Business News’ Who’s Who: Women in Professional Services awards program and in 2020 she was featured in New York Real Estate Journal’s Women in Real Estate issue for her career achievements.

Patricia “Pat” DelCol has 40 years of experience in both the public and private sectors working to build and improve communities.
Pat’s municipal management expertise spans engineering, environmental protection, solid waste and recycling, and overall municipal operations, finance, and management. Her past roles have included Senior Environmental Planner for the Town of Babylon, Business Manager for Reworld’s Babylon Waste-to-Energy Facility, and Director of Environmental Control, Director of Engineering Services, and Deputy Town Supervisor for the Town of Huntington. In the latter position, Pat was responsible for managing an annual $190-million operating budget and $15-million capital budget, and for overseeing a number of important and transformative capital projects in the Town.
Pat’s current position as H2M’s Senior Vice President and Municipal Market Director sees her managing projects, maintaining positive relationships with clients, navigating the permitting process, and coordinating project labor agreements where necessary. She has overseen a wide array of prominent projects including housing developments, shopping malls, battery storage facilities, and community centers. Additionally, her talent for government relations has led to much-needed repairs to municipal facilities, allowing local villages, towns, cities, and counties to better serve their residents.

Joseph Cline, P.E. holds more than 35 years of experience in engineering management and consulting for municipalities on Long Island, including over six years as the Town of Huntington’s Director of Engineering Services, where he directed the operation of the Town’s engineering services and managed $6 million annual operations and $5 million annual capital improvement budgets.
Mr. Cline’s solid waste management experience includes the permitting, design and construction of multiple landfill facilities and solid waste transfer stations. Mr. Cline was the Project Manager and prepared DEC Certification Reports for landfill and transfer station projects in the Towns of Smithtown, East Hampton, and Brookhaven.
Joe is currently performing the post closure monitoring of the Town of Hempstead landfills in Oceanside and Merrick. He is also playing a key role in the permitting, design and construction of a new rail transfer station in Medford, NY, that will safely transport approximately 2,000 tons per day of construction and demolition debris off Long Island when completed.

Jim Moran has played a crucial role in the growth of H2M’s municipal market, utilizing his 30-plus years of experience in engineering, street maintenance, storm and sewer systems, public buildings, sanitation collection, vehicle fleet maintenance, traffic services, and more.
A member of the National Society of Professional Engineers (NSPE) and the Rockland Chapter Board of Directors, Jim has supported the development of countless projects for H2M throughout New York State and beyond. These include major projects for the City of New Rochelle, City of Yonkers, New York City Department of Environmental Protection (NYCDEP), and Verizon.
Jim’s passion for the municipal market, coupled with his extensive knowledge and experience, have established him as a trusted advisor within the industry.

Alan “Al” Hilla, Jr., has over 30 years of experience in the State of New Jersey as both a professional engineer and professional planner. Al also achieved his Certified Municipal Engineer designation in 1997.
The bulk of Al’s professional experience has been providing consulting services to public clients throughout New Jersey, including as Engineer of Record, Zoning Officer, Land Use Board Engineer, and Municipal Planner for municipalities such as Wall Township, City of Long Branch, and the Boroughs of Brielle, Lake Como, Spring Lake, Keyport, Manasquan, Bradley Beach, Eatontown, Keansburg, Tinton Falls, South Toms River, and Pompton Lakes.
At H2M, Al currently serves as Deputy Municipal Market Director, where he pursues business opportunities with municipalities and counties across the State of New Jersey. Al also serves as the Director of H2M’s Central Jersey office located in Wall Township, NJ.
