Michael Keffer has over 30 years of diversified civil engineering and land development experience both in the public and private sector. As Director, he manages the civil engineering, land surveying, landscape architecture, environmental planning and GIS practice areas within the firm.

Under the leadership of Mr. Keffer, H2M’s civil practice has become a well-respected and recognized regional provider of civil engineering services throughout the New York metro area. Under Mr. Keffer’s direction, the group has created award winning designs and successfully led and delivered projects to a diverse array of clients across various markets from real estate, municipalities to public agencies. Most recently, the team was successful in resolving flooding issues for the City of New Rochelle by developing an engineering design which addressed capacity issues for a complex drainage system network pieced together over decades. H2M received a Platinum Award from the American Council of Engineering Companies (ACEC) for this project improvement.

Rusty Schommer

Richard B. Schommer, Jr. P.E.,PP,CME

Richard Schommer has more than 35 years of experience in the civil engineering field serving the land use industry in New Jersey.

Working in our Parsippany, New Jersey Office, he is responsible for providing services in civil engineering, surveying, planning and design throughout the State of New Jersey for both private and public clients.  Projects include site planning for residential, commercial, industrial and retail uses, municipal engineering services, design of public infrastructure, and related consulting services.  Mr. Schommer and the staff at H2M provide a range of services including preparation of initial feasibility studies, concept plans, preliminary design plans, surveying and design, through final construction plans and specifications, as well as assisting client negotiate the permit and approval process.  Mr. Schommer has worked through the permit process with the New Jersey Department of Environmental Protection (NJDEP), New Jersey Department of Transportation (NJDOT) and many local, county and state agencies for many client projects.  He also represents clients by providing expert testimony at public hearings before municipal planning boards and boards of adjustment as an expert witness in engineering and planning.  He has also appeared at numerous NJDOT Commission hearings and qualified as an expert witness in Superior Courts in New Jersey.

He holds licenses in Professional Engineering, Professional Planning and is a Certified Municipal Engineer in the State of New Jersey. He is a member of a number of professional societies including the American Council of Engineering Companies, New Jersey Society of Professional Engineers and the American Society of Civil Engineers.  He is also an active member of the Rotary Club of Morristown (Past President 2012-2013) and serves as a Trustee of the Morristown Green.
