Our architects, engineers, and scientists are adept at providing consulting services for key solid waste facilities such as landfills, waste-to-energy plants, and truck and rail transfer stations, as well as handling all local and NYSDEC facility permitting requirements, and preparing bidding specification and related documentation for collection and disposal contracts, facility construction, and general waste related operations. Patricia DelCol

Senior Vice President, Municipal Market Director

Patricia DelCol has more than 30 years of municipal management experience, with a specific focus in engineering, environmental protection, solid waste and recycling, and overall municipal operations.

A decade of her experience was spent as the Deputy Supervisor of the Town of Huntington, where she developed and managed $190 million operating and $15 million capital budgets, managed all capital improvement efforts, and communicated with all County, State, and Federal regulatory agencies on the behalf of the Town. Ms. DelCol’s solid waste management experience also includes developing and managing award-winning Covanta waste-to-energy facilities in the Towns of Babylon and Huntington, as well as overseeing the capping and closure of the East Northport landfill. Ms. DelCol is also a former Business Manager at Covanta Babylon, where she managed waste contracts, waste deliveries, scale operations and vendor-related contracts at the facility.

Joseph Cline, P.E.

Senior Associate, Practice Leader – Water Resources

Joseph Cline, P.E. holds more than 35 years of experience in engineering management and consulting for municipalities on Long Island, including over six years as the Town of Huntington’s Director of Engineering Services, where he directed the operation of the Town’s engineering services and managed $6 million annual operations and $5 million annual capital improvement budgets.

Mr. Cline’s solid waste management experience includes the permitting, design and construction of multiple landfill facilities and solid waste transfer stations. Mr. Cline was the Project Manager and prepared DEC Certification Reports for landfill and transfer station projects in the Towns of Smithtown, East Hampton, and Brookhaven.

Joe is currently performing the post closure monitoring of the Town of Hempstead landfills in Oceanside and Merrick.  He is also playing a key role in the permitting, design and construction of a new rail transfer station in Medford, NY, that will safely transport approximately 2,000 tons per day of construction and demolition debris off Long Island when completed.

Paul J. DiMaria, P.E.

Deputy Municipal Market Director

Paul J. DiMaria, P.E. brings more than 30 years of experience in engineering; construction; oversight of personnel, operations, and capital/operations budgets; capital construction projects; and municipal environmental projects.

He offers unique expertise acquired over his 20-plus years of municipal employment, including as the Town of North Hempstead Commissioner of Public Works, Town of Southampton Director of Municipal Works, and Chief Engineer for the Islip Resource Recovery Agency. During these years Mr. DiMaria has been directly involved in the operations and construction/improvements to several landfill sites closed and operational, the Town of Islip Waste-to-Energy Facility, several yard waste compost facilities, several recycling facilities, and groundwater remediation facilities. Mr. DiMaria also spent over a decade on the Board of Directors for the New York State Association for Solid Waste Management and has been involved in several solid waste and landfill projects.
