H2M Article on MS4 Compliance Featured in Municipal Matters
The New York State Conference of Mayors and Municipal Officials (NYCOM) recently published a stormwater management article by H2M Environmental Planner Angelica Apolinaris in the most recent issue of its official publication, Municipal Matters.
Founded in 1910, NYCOM represents mayors, councilmembers, and other municipal staff in cities, towns, and villages throughout the State of New York. The organization offers webinars, training academies, publications, and more to its membership with the goal of improving local governance through education and collaboration.
Per the U.S. Clean Water Act, municipalities designated as municipal separate storm sewer systems (MS4s) must meet New York State Department of Environmental Conservation regulations by preparing and implementing stormwater management program (SWMP) plans. The goal is to identify the path of stormwater runoff following a rain event, ultimately enhancing the municipality’s ability to respond to crises such as flash floods and chemical spills.
Apolinaris’s article, titled “Leveraging Waterfront Revitalization for MS4 Compliance,” highlights the ways municipalities can leverage New York State’s Local Waterfront Revitalization Program (LWRP) to help meet MS4 regulatory requirements. The LWRP provides funding and technical support for waterfront redevelopment and expanded public access to local bodies of water; where those priorities overlap with MS4 regulatory obligations, municipalities can use this LWRP funding and technical support to address these obligations while improving waterfront property for residents and visitors alike.
