Hutchinson River Parkway

Trunk Sewer Rehabilitation

Eastchester, NY

On the southbound side of the Hutchinson River Parkway in Eastchester, NY, a sewer pipe with push-on joints was at risk of contaminating a downstream nature preserve. Erosion from the Hutchinson River and the lateral earth load from the Parkway’s retaining wall were deflecting the exposed joints. Westchester County needed to replace the at-risk section.

The scope of work included the completion of preliminary plans prepared by another firm, permitting, assistance during bidding, pre-construction and site meetings, traffic control plans, construction-related services, and the safe abandonment of the old pipe and manholes.

Due to site limitations and COVID-19 supply chain issues, the plan pivoted from a trenchless installation design to the traditional open cut method. The New York State Department of Transportation required that most trenching occur at night and that the exit could only be closed for 44 hours. The team completed the work in 18 hours.

The Department of Public Works mandated that the existing sewer line had to remain in operation throughout construction. A team member’s innovative idea to add an additional Y-fitting shortened the needed bypass piping distance from 500 feet to 150 feet.
