As part of an ongoing capital improvement program, a confidential utility client tasked H2M with providing program management support for the upgrade and strengthening of main and branchline circuits.
The program includes upgrading and storm hardening poles, wires, and associated distribution network systems with the ultimate goal of hardening the electric distribution infrastructure to reduce future damage and loss of function.
H2M’s work included project scheduling and controls, permitting and approvals, construction observation, and safety oversight.
Project Scheduling and Controls: H2M developed and maintained construction schedules and managed the central document control system. H2M coordinated with subcontractors to ensure the overall project schedule was consistent with construction and commissioning plans.
Permitting and Approvals: H2M performed permitting constraint reviews to determine applicability with federal, state, and local permits and approvals, including under the National Environmental Policy Act, Endangered Species Act, Clean Water Act, and more. H2M’s permitting team also performed quality control of permit-related field work, reviews of all environmental and historic preservation documents, and inspections of all erosion control plans.
Construction Observation: H2M oversaw the subcontractors’ work, coordinated work between contractors, performed site and project equipment inspections, and reviewed construction documents and drawings to ensure work was performed according to specifications.
Safety Oversight: H2M ensured compliance of the Site-Specific Health and Safety Plan, communicated safety standards to all project team members, and captured and documented safety audits in order to evaluate, trend, and manage safety performance on the job.
Closeout: H2M supported NJUNs and pull-pole tracking and reporting. H2M also ensured all permits were closed out, expedited the submission of all as-builts and vendor manuals, and reviewed and supported negotiation, acceptance, and closeout of all final change orders.
