Site Reuse Planning Study

As part of New York’s Climate Leadership and Community Protection Act, the State is taking steps to assist municipalities in planning for the transition from conventional energy infrastructure, specifically fossil fuel power plants.

H2M is providing site reuse planning services on behalf of the New York State Energy Research and Development Authority (NYSERDA) to support various municipalities in overcoming the challenges posed by retiring fossil fuel power plants.

The goal is to develop practical alternatives for a carbon-free solution to reduce or eliminate the carbon footprint of existing standby generators. The Village of Rockville Centre (RVC) had six standby engine generators capable of producing 23.7MW combined.

H2M is working with RVC to retire the existing fossil fuel plant and examine potential options for reuse that would meet the State’s greenhouse gas reduction goals. The firm’s site reuse study includes:

  • Evaluation of existing physical conditions of the site, including narrative and environmental conditions mapping;
  • Economic, market, and workforce development analysis;
  • Assessment of required demolition and abatement tasks, including for lead and asbestos;
  • Environmental site remediation and building/equipment demolition; and
  • Asset recovery and preparation of alternative site reuse plans.
