FEMA Flood Mitigation – Reconstruction of Wastewater Pump Stations

H2M designed enhancements to the Shore Road and Black Creek pump stations to provide flood-proofing measures.
The Borough of Spring Lake Heights owns and operates the Shore Road and Black Creek pump stations, of respective capacities 0.5 and 1.0 MGD. The facilities are located in areas that may be exposed to chronic flooding, when compared to 100- and 500-year return period storm mapping produced by the FEMA National Flood Hazard program. Flood inundation at critical infrastructure facilities expose communities to risk of public health threats and environmental compliance hazards. In an effort to mitigate such risk, the Borough entered into a funding agreement with the State of New Jersey’s Office of Emergency Management via their Hazard Mitigation Grant Program. The agreement provides access to funding in exchange for a commitment to deliver infrastructure upgrades associated with flood exposure risk mitigation, with a specified timeframe.
The project consisted of a series of enhancements at both pump stations, including the purchase and installation of a generator at each site. Process electrical equipment and controls were elevated to a minimum of three feet above the 500-year flood elevation, and flood-proofing measures to the existing wet wells and elevation of pump housings were performed.
Mechanical improvements included installation of a comminutor at the influent pipe to the wet well and replacement of the pumps, piping, valves, and sump pump in the dry well. Additionally, new heating, ventilation systems, and interior and exterior LED lighting were provided for the buildings.
