Secondary Treatment Improvements

H2M was selected to evaluate the need for and design secondary treatment improvements at the Cedar Creek Water Pollution Control Plant (WPCP).
H2M conducted an existing condition assessment of the 72 MGD Cedar Creek WPCP Secondary Treatment System to identify necessary repairs and improvements to bring the system’s components into a state of good repair and compliance with applicable codes and standards. The focus of the project was the rehabilitation of 12 final settling tanks (FSTs) at the WPCP. It had been approximately 21 years since FST No. 1 through 6 were last rehabilitated and 30 years since FST No. 9 through 14 were originally constructed and placed into service. Additional improvements included the replacement of the FST influent flow control systems, restoration of the aeration process flow controls systems, replacement of the Return Activated Sludge Pumps and associated controls systems, and SCADA integration for all included process improvements.
Following the site evaluation and review of historical project data, H2M prepared a Technical Design Report (TDR) for the secondary treatment improvements documenting the existing conditions and plan for improvements, as well as schematic design documents. Capital cost estimates for all phases of the project were prepared by a third-party cost estimator.
Upon NCDPW approval of the TDR, H2M performed the necessary design services in connection with the preparation of detailed contract drawings, specifications and estimates for the secondary treatment improvements suitable for public bidding.
H2M also prepared permit applications, reports, and submittals required by other agencies having jurisdiction. A Stormwater Pollution Prevention Plan (SWPPP) was also developed as the work area may disturb more than one acre of land.
As part of the detailed design development, H2M reviewed the County’s Master Project Labor Agreement (PLA) and undertook a feasibility study to determine whether it would be in the County’s interest to incorporate this project under the terms of the PLA, and if warranted, prepare the addendum to add the project to the PLA and subsequently oversee the execution of the same by the responsible parties.
Bidding services provided by H2M included the review of comments and/or questions posed by prospective bidders, preparation of necessary addenda to the contract documents, review of all bid proposals received, and providing a written recommendation for award.
H2M will provide services during construction and also develop an operations and maintenance manual, as well as support startup and commissioning of the proposed improvements.
