Borough of Spring Lake Heights-FEMA Hazard Mitigation Grant Reconstruction of Wastewater Pump Stations

The Borough of Spring Lake Heights in Monmouth County owns and operates the Shore Road and Black Creek Pump Stations, of respective capacities 0.5 and 1.0 MGD. The facilities are located in areas that may be exposed to chronic flooding, when compared to 100-year and 500-year return period storm mapping produced by the FEMA National Flood Hazard program.

Flood inundation at critical infrastructure facilities expose communities to risk of public health threats and environmental compliance hazards. In an effort to mitigate such risk, Spring Lake Heights has entered into a funding agreement with the State of New Jersey’s Office of Emergency Management via their Hazard Mitigation Grant Program. The agreement provides access to funding in exchange for a commitment to deliver infrastructure upgrades associated with flood exposure risk mitigation, with a specified time frame.

The approved Scope of Work for the project consists of a series of enhancements at both pump stations, including the purchase and installation of a generator at each site. Process electrical equipment and controls will be elevated to a minimum of three feet above the 500-year flood elevation, and flood-proofing measures to the existing wet wells and elevation of pump housings will be performed. The sub-agreement further specifies that the work is designed, bid, installed and commissioned into service on or before a deadline of September 17, 2018, with the potential for a schedule extension if circumstances warrant.
